Remainder of Percentage?

during a presidential election, or even when looking at something like a presidents approval/disapproval rating there are always figures like "candidate A has 46% of votes and candidate B with 48%" or "48% approve, 49% disapprove". what does the remaining percentage that would lead up to a 100% total account for?
